SIP cards

Does anyone know whats going on regarding SIP cards, I have just renewed my daughters it expires in December, she had a hospital appointmnent booked for February, the hospital have seen her twice before, but my rriend who speaks Spanish got a call from the hospital regarding my daughters appoinment and was told it was cancelled because I am only covered for emergencies now as the law has changed? I am not sure whether it's because she will be 18 in October or the fact that the SIP card runs out in December even though I thought I could renew it? as I have just renewed it...???? I am very confused, could anyone help??? I have read that they are no longer valid unless you have paid into the system, but I dont work here, my partner works in England.
